One of the primary developers of Marvel’s Spider-Man 2 discusses the reasoning behind choosing a different Venom than Eddie Brock.
Venom the symbiote has typically teamed up with characters like Eddie Brock and Flash Thompson, but Spider-Man 2 takes a different approach by giving that glossy, black-and-white coat of paint to someone who is still recognizable to fans of the comic book, just not in this particular context. Narrative director Ben Arfmann discusses why this character was chosen rather than someone like Eddie or Flash in an interview with Gizmodo. Those who have completed the game will already know that Venom, an unprecedented character in Spider-Man history, is this time around Harry Osborne, the son of Norman Osborne, also known as the Green Goblin, who happens to be Peter Parker’s closest friend. Speaking about Venom’s inclusion in Spider-Man 2, Arfmann stated, “We knew very early on that we wanted to tell a Venom story, and we had discussions about that even during the first Spider-Man.”

That meant, to us, figuring out how to obtain those individual hooks. How can we make Venom important to Peter as well as Spider-Man? It only made sense that Harry would turn into Venom, as this would set up a dramatic situation between the two friends.”
It does feel like a good fit for the character—we haven’t exactly seen conflict between Peter and Harry before—and it also saves us from having to watch Harry transform into the Green Goblin for the ninth time. Furthermore, it certainly positions us for a potentially fascinating Venom spin-off.
In a recent, independent interview, Spider-Man 2 creative director Bryan Intihar also revealed that Insomniac’s next Wolverine will take place in the same universe as its Spider-Man games.
